The window starts now for the quake signature and goes through the middle of this week. How strong will it be? What is sizable to you?

We’ll find out what happens because a high magnitude with no appreciable weather event in the area yet just might be a quake signature.

(TheWeatherSpace.com) – The developers of HaarpStatus.com monitor frequencies often used by worldwide HAARP projects. One such signal is an earthquake signal, according to the site.

“The frequency build and peak of 7.4 suggests a window of Sunday through Wednesday of next week surrounding California,” warned the Website.

TheWeatherSpace.com Senior Meteorologist Kevin Martin is also monitoring the readings from HaarpStatus.

“We bought HaarpStatus.com for our network for research purposes and this reading is an interesting one from them,” said Martin. “I cannot validate such a reading as I am a meteorologist, not a true earthquake predictor.”

So if HaarpStatus.com is correct, an earthquake of unknown magnitude will hit the Western United States. We eagerly await more information and updates from their readings.

Frankenstorm Hurricane Sandy manipulated by HAARP to disrupt 

presidential election?

Hurricane Sandy headed north from the Caribbean on Saturday and was expected to pummel the eastern United States.

The U.S. National Weather Service said the storm was expected to make landfall early Tuesday near the Delaware coast, then hit two winter weather systems as it moves inland, creating a hybrid monster storm that could bring torrential rain, high winds, and up to two feet of snow.

Even if Sandy loses strength and makes landfall as something less than a hurricane, the combined storm was expected to bring misery to a huge section of the eastern U.S. An 800-mile wide swath of the country could see 50 

50 mph winds regardless of Sandy’s strength.

On Saturday morning, forecasters said hurricane-force winds of 75 mph could be felt 100 miles away from Sandy’s center.

Sandy killed at least 58 people in the Caribbean, destroyed or badly damaging thousands of homes, and knocked down trees and power lines. On Saturday morning, the storm was about 355 miles southeast of Charleston, South Carolina. Its sustained wind speed was about 75 mph.

This morning, aware of Mercury turning to go retrograde on Election Day, and of the possible East Coast storm track and massive power outages for Frankenstorm Sandy , and of the seemingly exquisite timing (expected landfall Tuesday, October 30, one day past the high-tides of Scorpio/Taurus Full Moon and one week prior to Tuesday, November 6th elections), I googled, “Hurricane Sandy caused by HAARP?“ 

I’m not the only one to ask that question.

An Indiana University geophysical experiment detected unusual seismic signals associated with tornadoes that struck regions across the US Midwest last week – information that may have value for meteorologists studying the atmospheric activity that precedes tornado disasters. The experiment by IU researchers involves deployment of more than 100 state-of-the-art digital seismographs in a broad swath of the U.S. midcontinent. One of the twisters that struck southeastern Missouri and southern Illinois on Feb. 29 passed through the seismic detection array.

“In examining the seismograms, we recorded unusual seismic signals on three of our stations in southern Illinois,” said Michael Hamburger, professor in the department of geological sciences at IU Bloomington and one of the researchers conducting the experiment. “The seismograms show a strong, low-frequency pulse beginning around 4:45 a.m. on Feb. 29. Our preliminary interpretation, based on other seismic records of tornadoes, suggests that we were recording not the tornado itself, but a large atmospheric pressure transient related to the large thunderstorms that spawned the tornadoes.”

The seismographs that detected the pulse are near Harrisburg, Ill., a town of 9,000 where a pre-dawn twister caused extensive damage, killed six people and injured about 100 more.

IU researchers initially feared that some of the instruments might be damaged by the storm, setting back a National Science Foundation-funded project that included the investment of hundreds of thousands of dollars and months of effort.

But when principal investigator Gary Pavlis, an IU professor of geological sciences, checked the digital recordings of the Illinois stations on Feb. 29, he found they were still alive and streaming data. As he checked further, he discovered the strange “tornado seismograms” that were recorded on seismographs near Harrisburg.

Hamburger said a seismic pressure gradient associated with the tornado produced a slow, minute tilting of the seismograph that lasted for several minutes. He said this sort of pressure-related signal may help scientists better understand atmospheric activity that takes place right before tornadoes touch down.

The IU researchers are working with colleagues at the University of California San Diego to try to compare recordings with other tornado-related signals and to dig deeper into the analysis.

While seismographs have been known to detect seismic activity related to tornadoes, it is highly unusual to have state-of-the-art digital instruments recording information in such close proximity to a tornado, the researchers say.

The IU seismic experiment, dubbed “OIINK” for its geographic coverage in parts of the Ozarks, Illinois, Indiana and Kentucky, includes the positioning of 120 seismometers to study earthquakes and geological structure in a key area of North America. Installation of the instruments began last summer. They are recording thousands of earthquakes from the study area and around the world, as well as nearby mining and quarry explosions.

The $1.3 million, four-year undertaking is part of the NSF’s EarthScope program, which seeks to cover the entire U.S. with a grid of detection devices for the purpose of better understanding seismic activity and predicting earthquakes. Researchers liken EarthScope to “an upside-d

Secretary of Defense Cohen also stated that this is being used in an ecotype of terrorism.  Can we take Cohen’s assertions to be factual?  As Secretary of Defense, Cohen would have had first hand technical knowldge of the existence of such a weapon of mass destruction.  So if what he was saying is true who is using this weapon of mass destruction and ecotype of terrorism?  Since Cohen worked for the United States government the only plausible answer would be the United States government.

Former US Secretary of Defense, William Cohen was actually warning us in 1997 that the United States government has developed and is now actively using a weapon that is capable of causing mass destruction by triggering earthquakes, weather modification (inducing heavy rainfall that causes floods or no rainfall which causes droughts), volcanic eruptions and the like.  Cohen was warning us about the existence of HAARP.  HAARP was developed by the Bill Clinton / Al Gore administration as a United States weapon of mass destruction. HAARP was ordered built by Bill Clinton and Al Gore to beam electromagnetic waves into the Earth’s inosphere to trigger geophysical events such as earthquakes, climate modification (change), volcanic eruptions and the like.

Congressional Hearing records during the Clinton administration and HAARP patents disclose that HAARP beaming heats the inosphere.  As we all know heat causes things to expand. We also know that heat rises.  As HAARP heats one part of the ionosphere the ionosphere expands and gets pushed higher.  This HAARP ionosphere heating can cause a controlled diverting or altering of the natural path of jet streams. What does manipulating the jet stream have to do with manipulating the weather?  The jet stream is literally a fast flowing (at jet speed) stream – of water vapor.  The jet stream transports atmospheric rivers of water vapor around the World.

These jet streams of vapor carry an amount of water vapor roughly equivalent to the average flow of water at the mouth of the Mississippi River. When these atmospheric rivers make landfall, they often release this water vapor in the form of rain or snow. By manipulating the jet stream (pushing or pulling it off course) HAARP can modify the weather. HAARP can alter the path an existing high pressure weather system (clear skies) or low pressure weather system (storm clouds) anywhere on Earth just by heating the ionsphere over the target region. HAARP can also create a column-shaped hole with a diameter of 30 miles that rises a couple of hundred kilometers through the atmosphere. The lower atmosphere then moves up the column to fill in that space, and it changes pressure systems below.

The result of hot surface air being sucked up into the column to fill the HAARP created column-shaped hole is a HAARP created hurricane (if HAARP column-shaped hole is made over water) or tornado (if HAARP column-shaped hole is made over land). The April/May 2000 issue of Scientific American contains an article on the effects of altering the course of the jet stream. This slight change to the jet stream path occurred right above the HAARP facility. That little movement created a storm front 4,000 miles away in east Texas and Louisiana to move into central Florida where it triggered a couple of tornadoes.

This article gives evidence that weather modification is certainly possible with only a slight change to the jet stream. In 1998 Bernard Eastlund completed a paper on how to knock out tornadoes using a space-based, solar-collecting microwave generator, which he called theThunderstorm Solar Power Satellite. The microwaves would heat the rainy downdraft inside the storm, disrupting the convective forces needed to concentrate the tornado’s power, and so effectively stop it from forming. The Jet Stream Solar Power Satellite is described by Eastlund as “a dual use Satellite which can focus microwave energy into a jet stream to change the direction of a jet stream.  It does this by triggering turbulence in the flowing air which decreases the flow velocity of an edge region of the flow and generating a pressure differential that changes the direction of the bulk air flow.“

Updated April 21, 2011 – The HAARP (High Frequency Active Auroral Research Program) website has been down for the past 3 weeks.  It was ordered taken down by the US government to conceal US weather modification and earthquake inducing warfare activities against foreign states.  The HAARP website was publishing very damaging evidence of US military weather modification and earthquake triggering operations against foreign states.  HAARP’s waterfall charts and magnetometer charts gave evidence of an ongoing weather war between the United States government and foreign states.  The magnetometer presented concrete evidence that HAARP triggered the Japan earthquake and ensuing tsunami. HAARP’s magnetometer can be used to predict as well as give evidence of a HAARP created earthquake.  A magnetometer measures disturbances in the magnetic field in Earth’s upper atmosphere.    HAARP was broadcasting a 2.5 Hz frequency (the signature frequency of an earthquake) from just before midnight on March 8, 2011 and continued to broadcast the frequency for the entire days of March 9, 2011 and March 10, 2011. The 2.5 Hz frequency continued to be broadcasted and recorded by the magnetometer for another 10 hours the day of the Japan 9.0 magnitude earthquake. Scientists at the HAARP institute discovered that a 2.5 Hz radio frequency is the signature frequency of an earthquake.   Since this discovery the HAARP phased array antennas have been used by the US military to beam the earthquake frequency into the ionosphere and the ionosphere reflects it back to Earth – penetrating as deeply as several kilometers into the ground, depending on the geological makeup and subsurface water conditions in a targeted area..  By beaming the frequency at a specific trajectory HAARP can trigger an earthquake any place on Earth.  A short burst isn’t enough to disturb solid matter (the Earth crust) so they keep beaming the 2.5 Hz earthquake frequency for hours or days – until the desired effect is achieved. The Environmental Modification Convention (ENMOD) prohibits the military or other hostile use of environmental modification techniques. It opened for signature on 18 May 1977 in Geneva and entered into force on 5 October 1978. The Convention bans weather warfare, which is the use of weather modification techniques for the purposes of inducing damage or destruction. Evidence from HAARP’s own website revealed that the US government was acting in violation of the ENMOD treaty – use of weather modification techniques (HAARP) for the purposes of inducing damage or destruction.  HAARP broadcasting data published on the HAARP website coincided with a number of recent major catastrophes such as the 2010 Haiti earthquake, the 2010 heatwave in Russia, the major floorings in 2010 in China and Pakistan and the major earthquakes in Haiti and Japan – all occurred since US president and commander-in-chief of the United States military Barack Hussein Obama took office. The Japan 9.0 earthquake offered the most damaging evidence of the US government using HAARP to induce major damage and destruction against a foreign state.   HAARP’s magnetometer data showed the World that HAARP (jointly managed by the US Air Force and the US Navy) began broadcasting the earthquake inducing frequency of 2.5 Hz on March 8, 2011 and continued to broadcast the frequency for the entire days of March 9, 2011 and March 10, 2011.  HAARP wasn’t turned off until 10 hours after the Japan 9.0 magnitude earthquake that was triggered on Friday, March 11, 2011 at 05:46:23 UTC.  Smaller earthquakes have continued for weeks without being registered on the HAARP magnetometer.  Why?  Because, as stated before a magnetometer measures disturbances in the magnetic field in Earth’s upper atmosphere.  It is not a seismometer which measure motions of the ground.  The magnetometer doesn’t measure seismic activity it measures and records electromagnetic frequencies in the Earth’s atmosphere.  HAARP’s antenna array beams the 2.5 Hz earthquake inducing radio frequency into the atmosphere where a magnetometer can record and provide concrete evidence of a US weather modification and earthquake triggering attack against foreign states.

Congress was informed by people in the High Frequency Active Auroral Research Program that the bounced signals would be used to look inside the planet to a depth of many kilometers in order to locate underground munitions, minerals and tunnels. If you bounced the known earthquake signature signal (2.5 Hz) for a sustained period of time an earthquake could triggered many kilometers inside Earth’s crust.  The U.S. Senate actually set aside $15 million dollars in 1996 (Clinton and Al Gore Administration) to develop this ability alone — earth-penetrating-tomography. Update April 21, 2011 Under pressure from the International community the HAARP website is up again.  No data is available from April 7 to April 12, 2011.  Data before and after shows the signature frequency of an earthquake (2.5Hz) being transmitted.  Also shows energy spikes which indicates active weather modification.  Now that the website is up again you can view the data for the Japan earthquake at http://137.229.36.30/cgi-bin/scmag/disp-scmag.cgi?20110311.  From the magnetometer induction data you can see 2.5Hz (earthquake inducing frequency) being broadcasted and recorded for several days before the 9.0 magnitude earthquake.  To see what a normal (no HAARP  broadcasting) day looks like view the magnetometer charts for the days of March 15, 16 and 17 – March 16, 2011 http://137.229.36.30/cgi-bin/scmag/disp-scmag.cgi?date=20110316&Bx=on.  No earthquake inducing broadcast was detected from March 15 to March 27, 2011.  On March 28, 2011 a low powered broadcast was detected from approximately 12:00 am to 3:00 am.  Broadcasting resumed on April 2, 2011. April 6, 2011 shows you what the magnetometer charts looks like when a solar storm blasts Earth.    No data is available from April 7, 2011 to April 13, 2011 – a shutdown.  Starting on April 15, 2011 and ending approximately 10:00 am April 16, 2011 the earthquake inducing frequency of 2.5Hz was detected being broadcasted. Weather Modification To detect active weather modification use the HAARP waterfall charts.  Weather modification doesn’t require a long sustained activation and broadcast.  Look at the chart for April 20, 2011.  The chart is missing data for approximately 1 hour.   Since PRESS Core has been studying and writing about HAARP and how to recognize a weather modification incident HAARP data is being censored in exactly the same manner as seen by the chart for April 20, 2011. The HAARP waterfall chart for July 28, 2010 (link image shown above) shows what a HAARP weather modification broadcast looks like.  The tight color band from 2:30 PM to 5:00 PM is evidence of a HAARP weather modification broadcast.  That type of data is being deleted from the waterfall charts – see HAARP waterfall chart for April 20, 2011 – http://maestro.haarp.alaska.edu/data/spectrum2/data/last36_hf.gif The United States Air Force and Navy has provided a visual insight into what caused the 9.0 magnitude off of Japan on March 11, 2011 at 05:46:23 UTC.  The image above was downloaded from the High Frequency Active Auroral Research Program (HAARP) website.  It is a time-frequency spectrogram, which shows the frequency content of signals recorded by the HAARP Induction Magnetometer. This instrument, provided by the University of Tokyo, measures temporal variations in the geomagnetic field (Earth’s magnetosphere) in the ULF (ultra-low frequency) range of 0-5 Hz.  Notions have been added to the image to show you what was happening the day the Japan earthquake and tsunami struck. By looking at the accompanying HAARP spectrum chart above you can see when the 9.0 magnitude earthquake struck – red line drawn vertically – and what was happening before and after the earthquake.  What you can also see is a constant ULF frequency of 2.5 Hz being recorded by the magnetometer.  The ULF 2.5 Hz frequency is evidence of an induced earthquake.  The chart recorded this constant before, during and after the 9.0 magnitude earthquake struck.  On March 11, 2011 the 2.5 Hz ULF frequency was being emitted and recorded from 0:00 hours to about 10:00 hours – or for 10 hours.  We know for a fact that the Japan earthquake lasted only a few minutes so why was the earthquake signature frequency (2.5 Hz) being recorded for 10 hours on the morning of March 11, 2011?  Because a HAARP phased array antenna system was broadcasting (transmitting) the 2.5Hz ULF frequency and it triggered the Japan earthquake and ensuing tsunami. If you go to HAARP’s official website you can see for yourself that the 2.5 Hz ULF frequency wasn’t only being broadcated for 10 hours, it was constantly being broadcasted for 2 days prior to the earthquake.  Broadcasting began on March 8, 2011, just before midnight as you can see on HAARP’s website page – http://maestro.haarp.alaska.edu/cgi-bin/scmag/disp-scmag.cgi?20110308.  Click on the Next Day link to see that the earthquake inducing 2.5 Hz ULF frequency was being broadcasted for the entire days of March 9, 2011 and March 10, 2011.  Even though the signature frequency of an earthquake was shown throughout March 9 and March 10 there were no constant earthquakes occurring off the east coast of Japan. What is the significance of a 2.5 Hz ULF broadcast?  The natural resonance of an earthquake is 2.5 Hz.  Scientists working for the United States military discovered this using the phased array antennas at the HAARP facility in Alaska.  HAARP’s own charts suggests that earthquakes occurred constantly for 3 days.  We know for a fact that they haven’t. The HAARP magnetometer data provides proof that the Japan earthquake was not a naturally occurring quake – it was triggered.  This data shows us that a HAARP military installation was broadcasting the known earthquake signature frequency in order to trigger a major earthquake.  The broadcast was most likely being transmitted from a floating HAARP system like the floating Sea-Based X-Band Radar platform that can be moved anywhere in the Pacific or Atlantic ocean under the protection of a carrier strike group – like the USS Ronald Regan.  Where was the USS Ronald Reagan on the morning of March 11, 2011?  According to a Stars & Stripes March 9, 2011 report – Reagan carrier group steams toward South Korea to join exercise. Evidence or Conspiracy theory? Is this evidence or just a bunch of nonsense attached to a baseless conspiracy theory and recklessly made public by a crackpot?  The above image is of the HAARP Sea-Based X-Band Radar (SBX) platform which does exist – not a conspiracy theory.  The preceding link is to the United States Navy website.  What is sitting on top of the deck of the SBX is a phased array antenna – a key component of the Missile Defense Agency (MDA) GMD system – clearly not a conspiracy theory. The military vessel includes power plant, a bridge, control rooms, living quarters, storage areas and the infrastructure necessary to support the massive X-band radar. The SBX radar is the most sophisticated phased array, electro-mechanically steered X-band radar in the world – according to Boeing claims. The phased array antenna consists of thousands of antennas driven by transmit/receive modules.  The radar is designed and built by Raytheon Integrated Defense Systems for Boeing, the prime contractor on the project for the United States Missile Defense Agency (MDA).  Boeing, Raytheon and MDA exists – also not a conspiracy theory. HAARP does exists.  The HAARP program is no secret.  Their own website states that: The HAARP program is committed to developing a world class ionospheric research facility consisting of:  The Ionospheric Research Instrument (IRI), a high power transmitter facility operating in the High Frequency (HF) range. The IRI will be used to temporarily excite a limited area of the ionosphere for scientific study. Even World renowned Stanford University knows about and publishes reports on the activities at the HAARP installations – Experiments with the HAARP Ionospheric Heater – http://vlf.stanford.edu/research/experiments-haarp-ionospheric-heater.  According to Stanford – The High Frequency Active Auroral Research Program (HAARP) facility is located in Gakona, Alaska at 62.39º N, 145.15º W, near mile 11 of the Tok Cutoff Highway. The facility houses many diagnostic instruments for studying the ionosphere, but the highlight is the HF transmitter array. This array consists of 15×12 crossed dipole antennas, which together can transmit a total of 3600kW of RF power at frequencies from 2.8 – 10 MHz (HF, high frequency range). This power is partially absorbed by the ionosphere, and though only a tiny fraction of the power it naturally receives from the sun, can still produce subtle changes that can be detected with sensitive instruments. The VLF group focuses on using HAARP to generate ELF and VLF waves through a process called modulated heating. Such experiments have been conducted since 1999. The radio energy then disperses over large areas through ductlike regions of the ionosphere, forming a virtual antenna that can be thousands of miles in length. Such an ELF antenna can emit waves penetrating as deeply as several kilometers into the ground, depending on the geological makeup and subsurface water conditions in a targeted area. HAARP uses ground-penetrating radar (GPR) to beam pulses of polarized high-frequency radio waves into the ionosphere. These pulses can be finely tuned and adjusted so that the bounced ground penetrating beam can target a very specific area and for a specific length of time. Beaming a very large energy beam into the ground for an extended period can cause an earthquake. After all, an earthquake is the result of a sudden release of energy in the Earth’s crust that creates seismic wave resonances. The same array of antennas that are used by HAARP for ground penetrating tomography can also be used to penetrate deep into the ground and cause an earthquake anywhere around the World. Geophysical events like earthquakes and volcanic eruptions – the kinds of things that may already be on the edge of discharge – can, with the right resonant energies added into the system, cause them to overload and actually fracture. Former U.S. Secretary of Defense William S. Cohen actually made the statement regarding weapons of mass destruction and the idea of generating earthquakes artificially.  In a April 28, 1997 DoD News Briefing at the Conference on Terrorism, Weapons of Mass Destruction, and U.S. Strategy at the Georgia Center, Mahler Auditorium, University of Georgia, Athens, Ga. Cohen stated: “Others are engaging even in an eco- type of terrorism whereby they can alter the climate, set off earthquakes, volcanoes remotely through the use of electromagnetic waves.” United States Patent 5041834 – Artificial ionospheric mirror composed of a plasma layer which can be tilted. METHOD AND APPARATUS FOR ALTERING A REGION IN THE EARTH’S ATMOSPHERE, IONOSPHERE, AND/OR MAGNETOSPHERE “Environmental warfare is defined as the intentional modification or manipulation of the natural ecology, such as climate and weather, earth systems such as the ionosphere, magnetosphere, tectonic plate system, and/or the triggering of seismic events (earthquakes) to cause intentional physical, economic, and psycho-social, and physical destruction to an intended target geophysical or population location, as part of strategic or tactical war.” World renowned scientist Dr. Rosalie Bertell confirms that ~ “US military scientists · are working on weather systems as a potential weapon. The methods include the enhancing of storms and the diverting of vapor rivers in the Earth’s atmosphere to produce targeted droughts or floods.” In the 1970s, former National Security advisor Zbigniew Brzezinski had foreseen in his book “Between Two Ages” that: “Technology will make available, to the leaders of major nations, techniques for conducting secret warfare, of which only a bare minimum of the security forces need be appraised… Techniques of weather modification could be employed to produce prolonged periods of drought or storm. ” Marc Filterman, a former French military officer, outlined several types of “unconventional weapons” using radio frequencies. He refers to “weather war,” indicating that the U.S. and the Soviet Union had already “mastered the know-how needed to unleash sudden climate changes (hurricanes, drought) in the early 1980s.” These technologies make it “possible to trigger atmospheric disturbances by using Extremely Low Frequency (ELF) radar [waves].” A study of future defense “scenarios” commissioned for the US Air Force calls for: “US aerospace forces to ‘own the weather’ by capitalizing on emerging technologies and focusing development of those technologies to war-fighting applications.” From enhancing friendly operations or disrupting those of the enemy via small-scale tailoring of natural weather patterns to complete dominance of global communications and counterspace control, weather-modification offers the war fighter a wide-range of possible options to defeat or coerce an adversary. In the United States, weather-modification will likely become a part of national security policy with both domestic and international applications. Our government will pursue such a policy, depending on its interests, at various levels. Each State Party to this Convention undertakes not to engage in military or any other hostile use of environmental modification techniques having widespread, long-lasting or severe effects as the means of destruction, damage or injury to any other State Party. 2. Each State Party to this Convention undertakes not to assist, encourage or induce any State, group of States or international organization to engage in activities contrary to the provisions of paragraph 1 of this article. Article II As used in article 1, the term “environmental modification techniques” refers to any technique for changing – through the deliberate manipulation of natural processes – the dynamics, composition or structure of the Earth, including its biota, lithosphere, hydrosphere and atmosphere, or of outer space. Article V 3. Any State Party to this Convention which has reason to believe that any other State Party is acting in breach of obligations deriving from the provisions of the Convention may lodge a complaint with the Security Council of the United Nations. Such a complaint should include all relevant information as well as all possible evidence supporting its validity. Article VII This Convention shall be of unlimited duration. UNDERSTANDINGS REGARDING THE CONVENTION Understanding Relating to Article I It is the understanding of the Committee that, for the purposes of this Convention, the terms, “widespread”, “long-lasting” and “severe” shall be interpreted as follows: (a) “widespread”: encompassing an area on the scale of several hundred square kilometres; (b) “long-lasting”: lasting for a period of months, or approximately a season; (c) “severe”: involving serious or significant disruption or harm to human life, natural and economic resources or other assets. Understanding Relating to Article II It is the understanding of the Committee that the following examples are illustrative of phenomena that could be caused by the use of environmental modification techniques as defined in Article II of the Convention: earthquakes, tsunamis; an upset in the ecological balance of a region; changes in weather patterns (clouds, precipitation, cyclones of various types and tornadic storms); changes in climate patterns; changes in ocean currents; changes in the state of the ozone layer; and changes in the state of the ionosphere. It is further understood that all the phenomena listed above, when produced by military or any other hostile use of environmental modification techniques, would result, or could reasonably be expected to result, in widespread, long-lasting or severe destruction, damage or injury. Thus, military or any other hostile use of environmental modification techniques as defined in Article II, so as to cause those phenomena as a means of destruction, damage or injury to another State Party, would be prohibited. It is recognized, moreover, that the list of examples set out above is not exhaustive. Other phenomena which could result from the use of environmental modification techniques as defined in Article II could also be appropriately included. The absence of such phenomena from the list does not in any way imply that the undertaking contained in Article I would not be applicable to those phenomena, provided the criteria set out in that article were met.

A magnetometer can be used to predict as well as give evidence of a HAARP created earthquake.  A magnetometer measures disturbances in the magnetic field in Earth’s upper atmosphere.  It is not a seismometer which measure motions of the ground.  The magnetometer doesn’t measure seismic activity it measures and records electromagnetic frequencies in the Earth’s atmosphere. HAARP’s phased array antennas beam radio wave frequencies into the atmosphere.  A radio wave is essentially an electromagnetic frequency, as is solar radiation.  The scientists at the HAARP institute found that a 2.5 Hz radio frequency is the signature frequency of an earthquake.  HAARP beams that earthquake frequency into the ionosphere and the ionosphere reflects it back to Earth – penetrating as deeply as several kilometers into the ground, depending on the geological makeup and subsurface water conditions in a targeted area..  By beaming the frequency at a specific trajectory HAARP can trigger an earthquake any place on Earth.  A short burst isn’t enough to disturb solid matter (the Earth crust) so they keep beaming the 2.5 Hz earthquake frequency for hours or days – until the desired effect is achieved. HAARP was broadcasting the 2.5 Hz frequency from just before midnight on March 8, 2011 and continued to broadcast the frequency for the entire days of March 9, 2011 and March 10, 2011. The 2.5 Hz frequency continued to be broadcasted and recorded by the magnetometer for another 10 hours the day of the Japan 9.0 magnitude earthquake. You will notice on the USGS website that the Japan earthquake didn’t occur on the Ring of Fire Fault line.  The epicenter was some 100 km west of the fault.  The earthquake epicenter occurred on solid ground.

ENVIRONMENTAL WARFARE BAN

The Environmental Modification Convention (ENMOD) is an international treaty prohibiting the military or other hostile use of environmental modification techniques. It opened for signature on 18 May 1977 in Geneva and entered into force on 5 October 1978. The Convention bans weather warfare, which is the use of weather modification techniques for the purposes of inducing damage or destruction.

Huge rivers of water flow above us in Earth’s lower atmosphere. These “atmospheric rivers” are not actually condensed water, but are vapors that really flow. We cannot see them, nor realize they are there when we fly in an airplane through them, but, these vapor rivers are enormous. Their flows rival the actual flow on Earth of the mighty Amazon River. These rivers of vapor are 420 to 480 miles wide and up to 4,800 miles long. Atmospheric rivers are relatively long, narrow regions in the atmosphere – literally rivers in the sky – that transport most of the water vapor outside of the tropics. These columns of vapor move with Earth’s atmosphere, carrying an amount of water vapor roughly equivalent to the average flow of water at the mouth of the Mississippi River.

When the atmospheric rivers make landfall, they often release this water vapor in the form of rain or snow. Scientists discovered that there are five (5) atmospheric rivers in the Northern Hemisphere and five (5) more in the Southern Hemisphere. Each of these 10 rivers carries huge amounts of water vapor.  Although atmospheric rivers come in many shapes and sizes, those that contain the largest amounts of water vapor and the strongest winds can create extreme rainfall and floods, often by stalling over watersheds vulnerable to flooding. These events can disrupt travel, induce mudslides and cause catastrophic damage to life and property. Not all atmospheric rivers cause damage; most are weak systems that often provide beneficial rain or snow that is crucial to the water supply.

Atmospheric rivers are a key feature in the global water cycle and are closely tied to both water supply and flood risks. While atmospheric rivers are responsible for great quantities of rain that can produce flooding, they are essential to the existence of all life on Earth. The US has discovered a way to manipulate the Earth’s atmospheric rivers and use it as a weapon of mass destruction.  The Clinton administration (Al Gore as vice-president) began funding this new star wars weapon system in 1996.  HAARP (High-frequency Active Auroral Research Program) was created to give the US Force the capability of “Owning the Weather”.

HAARP was developed as a weather modification system to achieve military objectives.  HAARP scientists were given the task by Bill Clinton and Al Gore to manipulate or alter certain aspects of the environment to produce desirable changes in weather.  HAARP achieved what it was ordered to do when it developed a system of phased array antennas that beams gigawatts (1 gigawatt = 1 billion watts) of electricity into the protective ionosphere of Earth’s atmosphere.  The billions of watts of electricity beamed by HAARP heats up a targeted area of Earth’s atmosphere.  The heating manipulates the weather by pushing the Earth’s Atmospheric Rivers upwards.  HAARP atmospheric heating creates a low pressure system that pushes the Atmospheric Rivers upwards where the water vapor condenses and forms precipitation (rain, snow).

As Atmospheric Rivers are 400-600 km wide and carries an amount of water vapor roughly equivalent to 10-20 times the average flow of liquid water at the mouth of the Mississippi River HAARP is able to create extreme rainfall and massive floods. To fully understand what HAARP is doing you need to know and understand what causes it to rain.  Atmospheric pressure at the Earth’s surface is one of the keys to weather, which is one reason weather maps feature H’s and L’s, representing areas of high and low air pressure. High and low pressure areas are important because they affect the weather.   A “high” is an area where the air’s pressure is higher than the pressure of the surrounding air. A “low’ is where it’s lower.  The pressure is high at the surface where air is slowly descending — much too slowly to feel. And, this is going on over a large area, maybe a few hundred square miles. As air descends, it warms, which inhibits the formation of clouds. This is why high pressure is generally — but not quite always — associated with good weather.

High atmospheric pressure leads to stable air conditions. When the ground is heated, the air will not rise. If air does not rise, water vapor in the atmospheric rivers cannot condense.  In an area of low pressure the air has a tendency to rise. As air rises, it cools and if there is enough water vapour it may condense to form clouds and rain. This is why a low pressure is generally associated with wet weather.  HAARP is used to manipulates weather by creating either a high or low pressure – depending on the effect desired.  To cause the drought in Russia in 2010 HAARP created a high pressure system over Russia for weeks on end.

To cause the floods in China, Pakistan, Australia and in US crop producing states HAARP created a low pressure system. In order for HAARP to create Biblical flooding like what were seen in Pakistan, China and Australia in 2010 HAARP created an electromagnetic dam.  This electromagnetic dam caused the Atmospheric Rivers to stall over the targets which caused astronomical amounts of precipitation to fall on the target areas.  HAARP scientists discovered that ELF wave beaming can cause an electronic dam to be created in the atmosphere! These electronic dams can divert or block these vapor rivers, causing huge amounts of rainfall to be dumped.

The HAARP created electromagnetic dam blocks the flow of the atmospheric river, causing it to back up behind the dam.  Eventually atmospheric river pressure builds up and undermines the HAARP dam causing a sudden release of the impounded precipitation.  Did HAARP cause the Pakistan, China, and Queensland Australia floods?  Scientific evidence says yes.  Did HAARP cause the Russian heatwave?  Scientific evidence says yes.  Is HAARP responsible for the flooding in Manitoba Canada and Arkansas US?  Scientific evidence says yes.

Why? HAARP has been ordered by the current US government (President Obama is the only person who can authorize the use of nuclear weapons, biological weapons and this star wars weapon of mass destruction) to manipulate the weather and create floods to destroy the World’s food supply.  It was during the Jimmy Cater administration that it was decided that the World population was getting too big and billions of people would have to be killed off.  Henry Kissinger, wrote: “Depopulation should be the highest priority of U.S. foreign policy towards the Third World.  Depopulation, also known as eugenics, was first proposed by the Nazis during World War II.

Eugenics wasn’t proposed again until Jimmy Carter became president of the United States.  Carter’s National Security Council’s Ad Hoc Group on Population Policy proposed a Nazi style eugenics through Henry Kissinger’s Global 2000 report.  Eugenics is the deliberate killing off of large segments of living populations.  Prince Philip of Britain is in favor of depopulation: “If I were reincarnated I would wish to be returned to earth as a killer virus to lower human population levels” ~ quoted in “Are You Ready for Our New Age Future?” Insiders Report, American Policy Center, December 1995.  Prince Philip, Duke of Edinburgh, consort of Queen Elizabeth II, leader of the World Wildlife Fund, member of the Danish-German House of Schleswig-Holstein-Sonderburg-Glücksburg, endorses eugenics.

How will they depopulate the World?  By using the weapon of mass destruction called HAARP.  HAARP has been given the task of Eugenics.  HAARP has been actively doing it part since Barack Hussein Obama became president of the United Sates.  Obama is the first US president to order HAARP into action against foreign states and even the United States.

HAARP has been ordered by Obama to create earthquakes, tsunamis, floods and heat waves in foreign states and in the US.  The goal is to covertly kill as many people as possible.  Flooding will kill the most people.  Not immediately but through starvation.  The target of the HAARP created floods is to destroy the World’s food supply.  HAARP floods in the spring will prevent farmers from seeding their crops.  HAARP floods in late summer will destroy the crops that did get planted and survived. What crops are the US HAARP targeting?  The United States is the third largest producer of wheat in the world.

Manitoba is the “Wheat Capital” of Canada and the sixth largest producer of wheat in the world.  Corn is the largest U.S. crop, in terms of both volume and value.  The United States grew 39 percent of the world’s corn making it the largest producer followed by China which produced 21% of the World’s corn supply.  China is the world’s largest producer of rice, and the crop makes up a little less than half of the country’s total grain output. China accounts for 26% of all world rice production. China also produces 108,712 TMT of wheat annually. This makes China the world’s largest wheat producer, producing 42,856 TMT more than India, the world’s second largest wheat producer. Do you see what is happening?

Flooding is only occurring in the regions that produces the largest portion of the World’s supply or corn, rice and wheat.  Three crops; wheat, corn, and rice provide nearly 60 percent of total plant foods that humans consume. Rice is the world’s number one staple food and feeds half the world’s population.  Wheat is the largest source of carbohydrates for human consumption.

Wheat is the world’s second most popular staple food. Corn is the world’s third most popular staple food. Wiping out just these three crops can cause as much as half the World’s population to starve to death.  Today food is being used as a weapon.

The lack of it is being used as a means of depopulation and conquering destitute countries (under the pretext of humanitarian aid). “We are going to get Global 2000 implemented, one way or another by famine, starvation, or by choice … We need a real economic shock, a depression to get our message across.” ~ GLOBAL 2000 – Depopulation Program.

To cause by means of limited wars in the advanced countries, by means of starvation and diseases in the Third World countries, the death of three billion people.  Under the terms of the Global 2000 Report, the population of the US is to be reduced by 100 million.

Russia’s Gazprom ,Barroso,,The Iraqi Kurds and the Moscow Corruption – The Gazprom Cables

BAGHDAD (AP) — A Middle East subsidiary of Russia’s Gazprom Neft has inked two oil deals with Iraq’s self-ruled northern Kurdish region, becoming the fourth major oil company to enter into agreements with Iraqi Kurds that bypass the central government in Baghdad.

The Kurds and the central government are at loggerheads over rights to develop resources. Baghdad wants to manage its energy resources nationwide, but Kurds insist the constitution doesn’t require them to go through Baghdad.

Since the 2003 U.S.-led invasion, the Kurds have signed scores of oil deals with small and mid-sized oil companies. But the entry of the oil majors may be a game changer that could lead to de facto policies the Kurds have long sought.

In a statement issued on Wednesday, the St. Petersburg-based company said it has acquired a 40 percent share in the 1,780-square-kilometer (687-square-mile) Garmian block. The Canada-based WesternZagros company will also hold a 40 percent share.

In the second deal, the company will hold an 80 percent share in the 474-square-kilometer (183-square-mile) Shakal block. The Kurdish Regional Government will hold a 20 percent share in each contract.

Both blocks are located in the southeastern part of the region and are expected to hold about 3.6 billion barrels of oil reserves. Gazprom’s up-front payment is to be around $260 million.

“Gazprom Neft considers the territory of the Kurdistan Region of Iraq promising for further geological study and consequent production at the fields,” First Deputy CEO, Vadim Yakovlev said.

With its latest deals, Gazprom has joined France’s Total S.A., U.S. oil majors Chevron Corp. and Exxon Mobil Corp. who have already made their own forays into the region.

Iraq’s post-invasion governments have until recently blacklisted energy companies that signed contracts with the Kurdish government to prevent them from working elsewhere in the country or purchase crude oil.

But in the case of Exxon Mobil, the Iraqi government has had a light hand. Baghdad prevented the U.S. company from taking part in Iraq’s fourth energy bidding round in May but has not touched its deal to develop the 8.6 billion West Qurna field near the southern city of Basra along with Royal Dutch Shell PLC.

No moves have been made against Total, which has a share in a consortium led by China’s National Petroleum Corporation to develop the 4.945 billion barrel Halfaya field in the south. Gazprom is developing the 100 million barrel Badra field in central Iraq.

Baghdad has so far only blacklisted Chevron, which has no deals with the government.

There is considerable incentive to work directly with the Kurds — unlike the flat fee the central government pays for each of barrel of oil extracted, the Kurds offer lucrative contracts allowing the developers to claim a share in reserves and the oil produced.

Also Wednesday, the Iraqi Kurds announced that they will resume crude oil exports from their region in the first week of August after they were halted in April over a payment row with Baghdad.

In 2011, the two administrations struck a tentative deal by which the Kurds send oil to Baghdad, which then sells it and each side then takes 50 percent of the revenues. But exports were halted in April by the Kurds who claimed that Baghdad failed to send them the money. In return, Baghdad accused the Kurds of keeping billions of dollars that ought to go to government coffers and also of smuggling oil.

The Kurdish statement said the exports will start at 100,000 barrels a day for a month as a “confidence-building” measure and if payments were forthcoming, they could move swiftly up to 200,000 bpd. If not, the exports will be halted again.

Since 2008, Iraq has awarded 15 oil and gas deals to international energy companies, the first major investments in the country’s energy industry in more than three decades.

The original goal was to boost daily production from about 3 million barrels now to 12 million barrels by 2017. That may be revised downward to fewer than 10 million barrels however, given infrastructure bottlenecks and a possible falloff in demand on international markets [source]

giant Gazprom from a stupid antitrust probe of Barroso. Galileo muttered the

to recant in 1633, before the Inquisition, his belief that the Earth moves
around the Sun. Similarly the new inquisition of regulators forces executives
to admit something they did not do, in order to get smaller penalties. Eppur si

There is an Antitrust Armageddon in Europe between tiptop companies and Fourth
Reich(EU). Eurokleptocrats are willing to do anything in order to get kickbacks
from industry leaders. The European antitrust laws have the unfortunate
consequence of harming Europeans by chilling innovation and discouraging
competition. Instead of protecting competition, EU laws protect competitors who
give kickbacks to kleptocrats! Kickback is the lubricant that allows a European
industry to run smoothly! No European machinery can run without lubricant! Eppur

The new Russian law prohibits companies deemed strategic from disclosing
information, disposing of assets or amending agreements without Russian
authorities’ ratification in the case that the claims are initiated by foreign
states or entities.

European antitrust law is wielded most often by favor-seeking businessmen and
their kleptocrat allies. Instead of focusing on new and better products,
disgruntled rivals try to exploit the law by consorting with kleptocrats. EU
officials routinely direct antitrust regulators to bend the rules in pursuit of
political ends. In reality, the threat of abusive EC power is far larger than
the threat of oligopoly. Eppur si muove!

Gazprom declares it is incorporated beyond EU jurisdiction, and is a company
which under Russian law exercises functions of public importance and has the
status of a strategic organization controlled by the state.

When a company is forward-thinking, proactive, innovative, and productive, it
will produce good products that customers want to buy. As a result, it will win a
large market share. If the company is much better than its competitors, it might
win most, or almost all, of the market. This is the case with Microsoft. It has
earned its market share by producing good products that customers want to buy.

Barroso is investigating whether Gazprom, the world’s largest gas exporter,
resorted to unfair competition and price-fixing in Central and Eastern Europe’s
natural gas markets. The EU, which gets 25% of its gas from Russia, wrongfully
claims that Gazprom has hindered the free flow of gas across its member states,
preventing supply diversification and limiting customer choice in delivery
points. Barroso also suspects Gazprom of imposing unfair costs on its customers
by linking the prices of gas and oil.

A company that wins a large market through its own productive efforts deserves
accolades. This is because justice, morally, tells us that we must reward the
good. However, to the government, a large market share is taken as evidence of
anti-competitive behavior, which makes the company a target for antitrust
action. This seems to be the motive behind the antitrust suits against Microsoft
and Google.

Barroso notes Gazprom’s long-term supply contracts linking gas prices to oil
prices are no longer justified because of the appearance of a spot market for
gas and increased supplies of shale gas. Gazprom may face a
fourteen-billion-euro penalty, according to estimates based on the fact that
companies found to breach EU competition rules can be fined as much as 10% of
annual revenue.

European antitrust laws lead to huge corruption, because government officials
ask for kickbacks in order to erase the alleged violation. The standard kickback
in EU is 10% of the erased penalty! Many Greek officials were caught on tape
asking for the corrupt tithe! Many European political parties make up their
election expenses from kickbacks on antitrust cases! This is the worst possible
blackmail, where tiptop ethical companies are held hostage by European
kleptocrats. Eppur si muove!

Putin warns Barroso that there would be losses on both sides if the thorny issue
isn’t tackled. Putin accuses Barroso of trying to burden Russia with the
subsidizing of formerly communist EU states by forcing Gazprom to reduce prices
for customers in Eastern and Central Europe. Gazprom says the Barroso
investigation is an attempt to reduce gas prices, and it won’t give discounts to
Barroso without the Russian government’s go-ahead. [source]

3. (U) Major indicators of Gazprom’s performance have all

reversed course dramatically in the past year. (Note:

Market capitalization —

4. (U) At its peak in May 2008, Gazprom’s market valuation,

based on the small percentage of its shares that trade

publicly, was over $350 billion, and company president Alexey

Miller declared Gazprom would become “the most valuable

company in the world.” Miller suggested Gazprom’s market

capitalization would reach $1 trillion in the near future.

By May 2009, in the midst of the global economic and

financial crisis, the company’s market capitalization had

dropped to its recent low of approximately $75 billion, but

has since rebounded to approximately $120 billion.

Production —

5. (U) Gazprom’s gas production peaked in 2006, at 556

billion cubic meters (bcm). In 2008, it was 550 bcm. In the

first seven months of 2009, however, Gazprom’s production was

down almost 25% over the same period in 2008. As of

September 2009, Gazprom expects 2009 production to reach just

474 bcm, and many analysts believe that figure to be overly

optimistic. In a September note on Gazprom, investment bank

Troika Dialog predicted Gazprom would have difficulty even

reaching 460 bcm. On the low end, some analysts estimate

Gazprom could produce just 450 bcm or less in 2009 — a 100

bcm or more decline from its peak production. Even this

massive drop in production is masked to some degree by the

halt in gas imports from Turkmenistan since April (ref A).

In 2008, Gazprom imported 42 bcm from Turkmenistan, nearly

all of which was re-exported to Ukraine. Having halted these

imports, Gazprom itself is supplying the Ukrainian market out

of Russian production.

Revenues —

6. (U) The Russian Customs Service reports that Russian gas

export revenues were down 50% in the first 7 months of 2009,

compared to the same period in 2008, a decline of almost $20

billion. While Gazprom’s official results for 2009 will not

be published until well into 2010, a back-of-the-envelope

calculation using Gazprom’s own projections for average price

and volumes of exports to Europe in 2009 (ref C) indicates

the company might receive about $30 billion less from exports

to Europe in 2009 than in 2008. This represents a loss of

about 2% of Russian GDP and is in line with estimates from

various analysts. (Note: Given the relative significance of

export sales to Europe (excluding FSU), the relative

reliability of the figures, and to avoid exchange rate

complications, we focus only on export revenues here.

According to its recent bond prospectus, Gazprom’s exports

are divided into sales to the FSU, and to Europe. Sales to

the FSU and Europe represent 16% and 63%, respectively, of

its sales by revenue — meaning exports represent 79% of

Gazprom’s revenues. End note.)

Domestic sales —

7. (U) Gazprom’s domestic sales are not down as dramatically

as one would expect given the economic crisis, due primarily

to artificially low domestic prices, which prop up demand.

While Gazprom has not yet reported official results for the

first half of 2009 (1H09), various analysts predict a drop of

about 10% in gas volumes to the domestic market.

Export volumes —

8. (U) Gazprom’s overall exports peaked in 2008 at 281 bcm.

Gazprom’s sales to the FSU peaked in 2007, at 101 bcm,

dropping slightly to 97 bcm in 2008. Sales to the rest of

Europe peaked in 2008, at 184 bcm. (Note: Interim

statements regarding 2009 sales often do not coincide in

definition with audited annual reports. Thus 1H09 sales

estimates only give an indication of the trend and are not an

exact comparison with 2008 figures. Gazprom has not yet

released official results for 1H09 and only released first

quarter (1Q09) results on August 26. End note.) Through

1H09, Gazprom has said it shipped about 33% less gas to

European customers than in 1H08. In a recent statement, the

company said its exports to the FSU in 1H09 dropped 54%

compared to 1H08. A weighted average of those estimates

indicates overall exports shrunk by about 40% 1H09.

9. (U) As Gazprom and many analysts point out, however, 2H09

should be much better for Gazprom exports as many European

customers restrained purchases in 1H09, knowing that prices

— which are tied to oil prices with a six to nine month lag

— would drop dramatically in 3Q09. Furthermore, export

volumes in 2H08 were already dropping rapidly due to the

economic crisis and high gas prices that were reaching their

peak in 4Q08. Results for 1H09 were also significantly

affected by the 21 day gas cutoff to Ukraine and 10 day

cutoff to Europe in January. That said, 2009 will still be a

dismal year for Gazprom export volumes.

10. (C) Facing financial realities, Gazprom recently cut its

capital expenditure budget by $7.5 billion, or about 25%,

including cuts to Shtokman and Yamal development. However,

Gazprom and GOR leadership continue to take the tack that

“everything is fine” (ref B). One attendee at the recent

gathering of the “Valdai” group of international Russia

experts told us that Gazprom CEO Alexey Miller told the group

that the company’s plans for the Nord Stream and South Stream

gas pipelines, and for the development of the Shtokman and

Yamal gas fields are “all on track.”

11. (C)xxxxxxxxxxxx told us recently that

Miller’s and other GOR leaders’ public statements on Gazprom

should be ignored. xxxxxxxxxxxx said these leaders understand well

that Gazprom is in trouble but they just don’t know what to

do about it.

12. (C) According to xxxxxxxxxxxx, Gazprom simply doesn’t have the

money to move forward on all its so-called “priorities,” and

it will need to choose which are most important, while facing

insatiable political demands on its revenue streams. xxxxxxxxxxxx, told us

recently that he believes Gazprom has “a heck of a lot of

cost-cutting capacity” still available, but that the company

has too many political constraints preventing it from taking

the most necessary and painful measures. Furthermore, he

figures the company needs to spend about $5 to $8 billion a

year just to maintain its aging system and that these costs

will rise in the future. xxxxxxxxxxxx is thus also very

skeptical of Gazprom’s other major commitments such as South

Stream and Shtokman.

13. (C) Gazprom’s capital expenditure cuts reflect an

understanding that, public rhetoric aside, the company can’t

spend money it doesn’t have. However, Gazprom’s longer-run

problems are largely beyond its control and require

fundamental reforms that will be difficult to achieve. In

part two of this report, we examine the constraints to

Gazprom’s return to dominance.

High-ranking representatives of Russian gas giant Gazprom are hard to pin down for appointments. So when American diplomats finally got the chance, they cut right to the chase: What are the giant energy company’s actual business aims?

The Gazprom man was candid. The first priority, he said according to US diplomatic cables obtained by WikiLeaks and shared with SPIEGEL and other partners, is to provide reliable and affordable gas to the domestic population. The second, he said is to “fulfill its social obligations,” including charitable projects all across Russia.

The American envoys persisted in their questioning. Was it not also the goal of the company to maximize its shareholder value and its market share? Yes, of course. The cable cites the official also adding a third priority to his company’s goal: to maximize “control over global energy resources.”

A “Gazprom official describes the company as a socialist rent-seeking monopolist,” the US envoys reported after a September 2008 meeting in a dispatch cabled to Washington.

‘Huge Wealth, but Inefficient’

That’s the tenor of a number of secret US Embassy reports about the model Russian company, cables that are filled with critical American assessments about a bureaucracy that has gone overboard and a mafia-like political system in Russia.

But the assessments are particularly pointed when it comes to Gazprom, the company the Russians themselves most like to celebrate and to deploy in their battle to regain lost power in the world. Even as recently as May 2008, Chairman Alexei Miller was pledging that Gazprom would soon be “the most valuable company in the world,” with market capitalization that would reach $1 trillion in the near future. But around one year later, in the midst of the global economic and financial crisis, the company’s market capitalization had dropped to $75 billion.

“Gazprom is,” the Americans summed up in one cable, “what one would expect of a state-owned monopoly sitting atop huge wealth — inefficient, politically driven, and corrupt.” The American diplomats also painstakingly detailed the sectors in which the energy giant is engaged in and in which falling gas prices are creating problems for it.

Falling Demand for Gas

Their results are sobering. One 2009 cable states: “Far from reaching its ambitions of becoming ‘the most valuable company in the world,’ Gazprom’s fortunes have reversed dramatically this year. The company’s market value, production, and sales have all plummeted since the onset of the economic crisis.” With dramatically reduced cash-flow, the cable reads, the company has been forced to cut back on capital expenditures and its ambitions, despite political rhetoric to the contrary.

The US diplomats described Gazprom’s problems as likely being “longer term,” and not just a by-product of the crisis. That’s because demand for gas in Germany and Europe is in decline because industrial production there and across Europe has become more efficient.

At the same time, a cable noted, few new markets are opening up in the former Soviet states. Ukraine, for example, indicated it was considering halving its gas purchases. Gazprom Chairman Miller has for some time now been longing to establish a new market in the US but, as a cable states, the country is “looking more and more saturated every day with ever larger estimates for domestic production.”

According to the assessment by the US diplomats, Gazprom’s greatest problem is the company’s own Byzantine structures. “Gazprom is not a competitive global company,” the assessment reads, despite sitting on the world’s largest gas reserves. “Gazprom is the legacy of the old Soviet Ministry of Gas and still operates much the same way.”

A Top Executive with a Love for Hockey

There were many indications that this was the case. The Americans learned from an informant that a senior partner in an international accountancy firm needed two years just to unravel Gazprom’s holdings. The empire included one of Russia’s largest banks, an important Russian media company and a major construction firm.

to renewed growth, following a dismal year in which all main

indicators of its performance deteriorated dramatically. The

globalizing gas market, a gas glut that shows no signs of

reversal, and politicized management likely mean that Gazprom

will not reach the heights of revenues and power achieved at

its peak in 2008. Unfortunately, the types of reforms (e.g.

privatization) that would result in a more valuable and

productive gas industry are stymied by the GOR’s seemingly

firm belief in a state-controlled sector. While Gazprom will

remain a major economic force, its influence on GOR policy

and its relative role in the Russian economy likely will

external constraints to a rebound

3. (SBU) Gazprom’s current problems (ref A) are not solely

the result of one-off contractions in demand due to the

economic crisis. Gazprom faces a fundamental shift in the

gas demand picture at a time of increasing competition.

Demand stabilization and decline —

4. (SBU) xxxxxxxxxxxx told us recently that Gazprom was simply unprepared

for the inevitable leveling off and current decline in

European gas demand. He explained that Gazprom’s management

has only known rapidly rising European demand for Russian gas

as most European countries “gassified” their economies over

the past two decades. He noted that anyone looking at the

trend could have been excused for thinking it would continue

perpetually; but now the period of gassification is over.

According to xxxxxxxxxxxx demand for gas in Germany is

actually in decline, as industrial production in Germany (and

across Europe) has become more efficient and as much of it

has been outsourced.

Competition —

5. (SBU) Gazprom not only faces a demand problem, but also

competition from an increasingly globalized gas market —

“for the next 5 to 10 years, gas will clearly be a buyers

market,” said xxxxxxxxxxxx has calculated (using data

from the BP Statistical Review of World Energy) that

Gazprom’s share of EU 27 gas imports has dropped steadily

from about 50% in the mid-90s (when gassification increased

demand) to just 34% in 2009. xxxxxxxxxxxx expects Gazprom’s share to

decline to about 30% and stabilize at that level. xxxxxxxxxxxx also

calculated that LNG’s contribution to EU imports over the

last decade has increased from about 10% to about 20%, a

figure he projected to continue to grow. In addition,

Gazprom will have to cope with massive new volumes of LNG on

the global market from projects already underway in Qatar and

elsewhere (ref C).

No help from other markets —

6. (C) Gazprom is unlikely to get any relief from its former

Soviet Union(FSU) customers either. Despite the likely rise

to “market prices” for gas sales to the FSU, lower demand

will continue to hurt Gazprom. Ukraine, Gazprom’s major

export market outside of non-FSU Europe, earlier signed a

take-or-pay contract which outlines a minimum amount of gas

which Ukraine is obliged to purchase from Russia. Ukraine

has recently indicated it might take as little as 50% of the

52 bcm of gas it had earlier agreed to buy in 2010. Russian

government officials remain concerned over Ukraine’s ability

to pay for gas this winter and are already signaling they are

prepared to shut off exports to Ukraine in the event of

non-payment.

7. (SBU) Global markets will also offer little hope for

Gazprom, at least in the medium-term. Gazprom executives

have often expressed the expectation that the company would

become a global gas supplier, perhaps through newly expanded

LNG capacity. However, their preferred future export

destination, the U.S., is looking more and more saturated

every day with ever larger estimates for domestic production.

In a recent meeting with Embassy officials in Sakhalin,

Shell oil representatives stated that no LNG had been shipped

from the Sakhalin II facility to the U.S. due to soft prices

in that market. Much of this LNG has been shipped to Japan

instead.

Domestic market —

8. (SBU) Gazprom often touts future revenue gains from

domestic market price liberalization. However, it neglects

to account for demand elasticity in the wake of sharp

proposed increases in prices. With one of the most energy

intensive economies in the world, future hikes in domestic

gas prices would likely cut domestic demand substantially, as

evidenced in other countries that have implemented rational

pricing. Thus Gazprom’s revenue gains from higher domestic

prices would be at least partly offset by lower sales volumes.

External politics —

9. (SBU) In addition to the headwinds from market forces,

Gazprom faces the political and PR difficulties in external

markets that it has largely brought on itself through the gas

cutoffs of 2009 and 2006. Despite some pain in certain

Central and Eastern European countries, Ovchinnikov

explained, the 2009 gas cutoff showed that Europe could get

by without Russian gas. This should bolster EU determination

to minimize its dependence on Russian gas, and to explore new

options to diversify energy supplies.

The Ministry of Gas —

10. (SBU) A Gazprom that behaved more like a competitive

global company would probably find a new path to growth more

quickly. But Gazprom is not a competitive global company,

despite sitting on the world’s largest gas reserves. Gazprom

is a legacy of the old Soviet Ministry of Gas and it still

operates much the same way. As a Gazprom executive himself

admitted to us, the company’s first two priorities are to

provide reliable and affordable gas to the domestic

population, to “fulfill its social obligations.” One contact

with direct information told us it took a senior partner from

a major accounting firm two years of full-time investigation

just to unravel Gazprom’s holdings, which include one of

Russia’s largest banks, one of Russia’s major media

companies, and a major construction company.

Technologically backward —

11. (SBU) Gazprom’s legacy and the government’s ownership of

the company also mean that it must act in the interests of

its political masters, even at the expense of sound economic

decision-making. From building unneeded pipelines (ref B) to

maintaining employment at some unneeded facilities, Gazprom

declines to solely act on financial and economic grounds. As

a state-controlled monopoly during the flush times of the

past decade, Gazprom had little incentive to develop new

technologies and capabilities long enjoyed by other global

oil and gas companies. Despite management’s interest in

expanding Gazprom’s LNG capacity, the company has only one

LNG export terminal, which it took over by forcibly becoming

the majority owner in a Shell-led consortium. Rapid

expansion of LNG export capacity is unlikely without the help

of international oil companies (IOCs), who are still trying

to find an acceptable future working model in Russia.

Inability to adapt —

12. (SBU) Gazprom’s inability to meet competitive pressures

is apparent in the current European gas market. According to

xxxxxxxxxxxx Gazprom is the only major European supplier that

has had to cut production. xxxxxxxxxxxx blames Gazprom’s “self

inflicting wound” of tying gas prices to oil prices. He said

this convention dates back to when gas was a substitute for

fuel oil for heating. xxxxxxxxxxxx explained that this oil

price link has made Gazprom the high-price supplier in

Europe, a situation that is likely to continue into the near

future. xxxxxxxxxxxx said that with European gas demand unlikely to

recover to pre-crisis levels until 2013 and Europe facing

“excess supply” for at least the next decade, Gazprom will

have a very tough time just maintaining market share. A

major oil company senior executive echoed this analysis in a

recent meeting with us, noting “if you are a European

consumer, the last molecule of gas you want to buy is from

Gazprom.”

possible tensions, but reforms unlikely

13. (SBU) The tough times may be creating (or exacerbating)

tensions within Gazprom and the GOR over the company’s

future. Several contacts have told us they have heard of

such tensions. One Russian company executive said he has

heard that xxxxxxxxxxxx has been pushing for dismantling

Gazprom, to at least take away its control over the domestic

gas pipeline system. An executive at a Western company told

us recently that there are two camps within the upper levels

of the GOR on the issue of Gazprom’s direction. One camp

favors the current “one national company” approach, while the

other favors competition to spur a more efficient and modern

gas sector. Unfortunately, this executive explained, “the

number one factor” in managing Gazprom from the GOR

perspective is “how to increase government revenues from the

company.”

14. (C) xxxxxxxxxxxx, brushed off rumors of infighting

at Gazprom as nothing new. xxxxxxxxxxxx said there has always been

infighting at the company because it is such a bureaucratic

behemoth. “Everyone is always looking to make others look

bad in order to move ahead themselves,” xxxxxxxxxxxx said. While

xxxxxxxxxxxx acknowledged Gazprom’s substantial problems, xxxxxxxxxxxx did

not think any major reforms would be forthcoming.

15. (SBU) Rumors aside, nobody with whom we have talked

believes Gazprom is in any danger of losing its monopoly on

exports or its preferred status within the Russian economy.

Nor is the government likely to give up control of the

company anytime soon. Without such fundamental reforms, it

is difficult to see how Gazprom can transform itself into a

modern corporation in the current environment.

16. (C) Gazprom is what one would expect of a state-owned

monopoly sitting atop huge wealth — inefficient, politically

driven, and corrupt. For years, with its exports and export

prices rising rapidly, it could easily pretend that all was

well and that the future was bright. That pretense may now

be giving way to the new reality of declining sales, lost

market share, and an inability to maneuver adeptly in the

face of global competition. Although Gazprom will likely

muddle along as a major corporation and major contributor of

jobs and budget funds, its economic contribution will likely

be diminished. While Gazprom can still shut off gas to

Ukraine or to other parts of Europe, each such threat further

undermines the company’s credibility as a reliable energy

supplier, and underscores the fact that Gazprom is

politically subordinate to the Kremlin. Gazprom’s influence,

both domestic and international, has been directly tied to

its cash flow — money that funds employment, suppliers,

budgets, charities, foreign ventures, and, surely, many

private bank accounts and dirty deals. Unfortunately for

Gazprom and for the GOR, the massive revenues and profits

that the company produced in 2008 are unlikely to return

anytime soon. End comment.

Experts estimated that the company had to also spend between $5 billion and $8 billion on keeping its aging infrastructure in good working order — costs that will only increase in the future. A prominent Western oil executive told the US diplomats that while drilling a borehole in Canada only took 10 days in Russia it took twice as long.

A meeting with top Gazprom executives, such as Deputy CEO Alexander Medvedev, were also sobering. In a discussion with US diplomats, the hockey fan complained that there was still no cooperation between the Russian and American hockey leagues — and fulminated against Ukraine, which he claimed had orchestrated the gas dispute with Russia.

The Americans’ conclusion is devastating: “Gazprom’s legacy and the government’s ownership of the company … mean that it must act in the interests of its political masters, even at the expense of sound economic decision-making.” The company had made funds available for many “private bank accounts and dirty deals,” one cable wrote, though it lacked any concrete proof for this claim. Gazprom itself has consistently defended itself against accusations of corruption.

In any case, the Gazprom money was not flowing as much as previously, the US diplomats wrote. “Unfortunately for Gazprom and for the Russian government, the massive revenues and profits that the company produced in 2008 are unlikely to return anytime soon,” one cable reported. Although Gazprom would remain a major company, its economic contribution was likely to be diminished, the US diplomats concluded.

Climate fact: Antarctica is getting cooler

Even if Antarctica was getting cooler, it would not mean the world as a whole isn’t warming. Climate models do not predict an even warming of the whole planet: changes in wind patterns and ocean currents can change the way heat is distributed, leading to some parts warming much faster than average, while a few may cool, at least at first.

The overall picture is indisputable: global temperature maps show far more areas are warming than cooling. As warming continues as emissions continue to rise, eventually every part of the world will warm.

So what is happening in Antarctica? There has been uncertainty over exactly how Antarctica’s climate is changing. There are few weather stations, most are on the edge rather than in the interior of the continent and records go back just a few decades.
Warming significantly

There is no doubt that the Antarctic Peninsula, which juts out from the mainland of Antarctica towards South America, has warmed significantly. A 2002 study, however, concluded that between 1966 and 2000 the continent’s interior cooled.

This study was promptly seized upon as proof that the world is not warming, even though a single example of localised cooling proves no such thing, as the lead author of the 2002 study has tried to point out.

A more recent and more comprehensive study has concluded that in fact Antarctica warmed by 0.5 °C between 1957 and 2006, with especially strong warming in West Antarctica.

Blowing in circles

This does not mean the 2002 study was completely wrong. The latest study also found that for the period 1969 to 2000, there has been slight cooling over East Antarctica.

So what is going on? The cooling is due to a strengthening of the circular winds around the continent, which prevent warmer air reaching its interior. The increased wind speeds seem to be a result of cooling in the upper atmosphere, caused by the hole in the ozone layer above the pole, which is of course the result of chlorofluorocarbon (CFC) pollution.

Confusingly, it appears that one human impact on the climate – the Antarctic ozone hole – is currently compensating for another, global warming. If the ozone layer recovers over the decades as expected, the circular winds could weaken, resulting in rapid warming across the entire continent.

This raises the question of what is happening to Antarctica’s ice sheets, which hold enough water to raise sea level by a catastrophic 61 metres, should it all melt. Contrary to what you might expect, the third IPPC report predicted that global warming would most likely lead to a thickening of the ice sheet over the next century, with increased snowfall compensating for any melting cause by warming.
Gravity revelations

Finding out what is actually happening to the ice is not easy. Radar measurements of the height of the ice over parts of the continent suggest that the huge East Antarctic ice sheet grew slightly between 1992 and 2003.

A more recent study based on satellite measurements of gravity over the entire continent suggests that while the ice sheets in the interior of Antarctica are growing thicker, even more ice is being lost from the peripheries. The study concluded that there was a net loss of ice between 2002 and 2005, adding 0.4 millimetres per year to sea levels (see Gravity reveals shrinking Antarctic ice). Most of the ice was lost from the smaller West Antarctic ice sheet.

Greenland, whose ice cap holds enough water to raise sea levels by 7 metres, is also losing ice overall.

The IPCC’s latest prediction for sea level rise – 0.2 to 0.6 metres by 2100 – takes this ice loss into account but it is based on the assumption that the rate of ice loss will remain constant. Many researchers think this is unrealistic and that the rate of ice loss will accelerate, which means that sea level could rise much faster than predicted. But no one knows for sure what will happen and the prediction of a net gain of ice in Antarctica could yet turn out to be correct.

 

Climate myths special

 

NEW SCIENTIST

The idea that some gases in the atmosphere trap heat was first proposed in 1824 by Joseph Fourier. In 1859, experiments by John Tyndall identified the most important heat-trapping gases as water vapour and carbon dioxide. Half a century later, in 1896, Svante Arrhenius calculated that doubling the level of carbon dioxide would lead to a temperature increase of 5 to 6°C.

Arrhenius, though, was not only the first to predict that human-induced global warming might be a problem, he also came up with the first arguments for not worrying about it. His calculations suggested it would take 3000 years for industrial emissions at 1896 levels to double CO2, and that this would not happen because the oceans would absorb most of this extra CO2.

A few years later, Knut Ångström came up with another objection. His test-tube experiments suggested that adding more CO2 to the atmosphere would not trap any more heat.

CO2 absorbs only certain frequencies of infrared radiation (heat), and Ångström’s results suggested the levels in the atmosphere were already high enough to absorb 100% of the radiation at these frequencies. The experiments also appeared to show that the frequencies absorbed by CO2 largely overlapped with those absorbed by water, another reason to think that adding more CO2 to the atmosphere would make no difference.

For most scientists, this was the nail in the coffin of the global warming hypothesis, which was consigned to the history books for decades. But in the 1930s, physicists started to realise that high in the atmosphere, where pressure and temperature are much lower, the absorption properties of gases change. Ångström’s experiments had been done at sea level and room temperature.

With better equipment, the blurry absorption bands seen by Ångström also resolved into fine lines. It turned out that there was not nearly as much overlap between the infrared absorption spectra of water vapour and CO2 as thought. In 1956, calculations by Gilbert Plass proved that Ångström had got it wrong: adding more and more CO2 to the atmosphere would trap more and more heat.

Around the same time, a detailed study of ocean chemistry by Roger Revelle showed that the seas would not soak up nearly as much extra CO2 as had been assumed. Revelle hired Charles Keeling to start measuring atmospheric CO2 levels, resulting in the famous Keeling curve showing how the CO2 level has climbed since 1958.

So by the 1950s, it was starting to become clear that human activity was causing CO2 levels to rise and that this rise would reduce the loss of heat into space. The implication seemed clear: provided all the other factors affecting the climate did not change, the Earth would warm.

It is worth stressing that this conclusion depends only on atmospheric physics and oceanic chemistry. It does not rely on the study of past climate.

But it was a conclusion scientists were reluctant to draw. There were many uncertainties and complexities involved. And at the time other climate factors had changed: the world had cooled slightly after 1940, due mainly to sulphate emissions. It was only in the late 1970s that a handful of scientists, including Wallace Broecker, began to warn that global warming was an imminent problem.

Why does this history matter? Because it shows that scientists, now united in agreement, were once the greatest climate change sceptics.

There is still plenty of scientific debate about just much the world will warm, an issue complicated by the many feedback factors. There’s also lots of debate on specific effects, such as how tropical cyclone activity will change.

One by one, however, all the arguments against the central global warming hypothesis have been shown to be wrong. In fact, the strongest arguments were demolished long before most people alive today were born.

Yet there are still a handful of scientists, and far more non-scientists, who refuse to accept the idea of global warming. I am continually amazed by the way some individuals treat the idea of global warming with such extreme scepticism, yet uncritically seize upon anything that seems to challenge it, no matter how dubious.

For example, the remarkable correlation between CO2 levels and temperature going back 600,000 years is dismissed because of a few mismatches, but the fleeting correlation between cosmic ray intensity and low-altitude cloud cover, which broke down after less than two decades, is hailed as absolute proof that cosmic rays affect the climate.

You can find dozens of such arguments on the net, all purporting to prove that global warming is not real or will not be a problem. Most are based on misunderstandings or distortions of the science. Some are deliberate attempts to deceive.

Many of these arguments still find their way into mainstream media. Some are even parroted by politicians such as US Senator James Inhofe.

To non-scientists, these arguments can sound very persuasive. Why do CO2 levels only start to rise hundreds of years after the start of interglacial periods, for instance?

So for those who are perhaps confused by all the conflicting claims and want to find out what’s really going on, New Scientist has put together a special on climate myths.

Why? Because time is running out. We need to be debating how to achieve the drastic cuts in CO2 emissions that are required to reduce our impact on the climate, not wasting time endlessly rehashing a debate that was largely settled half a century ago.

Ask any western government official or geologist from the USGS if we can predict earthquakes, and they’ll say no. Well they are both right and wrong. Government and geologists will swear up and down that people can’t predict earthquakes (well actually that’s not quite true either) but biologists will tell you that animals can. Many animals can sense changes in Inaudible infra-wave sounds and electromagnetic pulses (EMP).

Predicting earthquakes-Knowldge is more dangerous then the earthquake.

The big secret is that scientists in Ukraine and Russia have known how to prediction earthquakes with fairly good proxy markers (ie excess radon gas above background levels , ionosphere disturbances etc) but governments around the world fears this new capability and the associated liability issues if they get it wrong or miss a large quake or don’t warn all people in time and can’t save them. Maybe we should use animals in zoos across the country as not just a place of entertainment and destination for children’s’ outings, but as a network and early warning system for pending disasters.

If natural vibrations (the right resonance; like an opera singer shattering a crystal glass) and stress can produce EMP’s and earthquakes, then why can’t man-made sources do the same, as predicted and demonstrated by Nikola Tesla at the turn of the century? This principle can be used as stress relief to trigger mini-quakes on fault lines to prevent larger 7 or 8+ magnitude ones later

( …like triggering mountain avalanches or staging preventive forest fire burns or heaven forbid as offensive weapon of national destruction (WND) or weapon of mass destruction (WMD).

Some people speculate that DARPA’s HAARP project in Alaska surves that purpose…we’ll see if there just happens to be a “triggered earthquake” or some other natural disasters (weather modifications -drought, floods) in South Africa during the football World Cup in July 2010, or in Iran, Iraq, Pakistan, Russia or Afghanistan as some conspiracy theorists are proposing.

“Who would benefit if there was a man-made, triggered earthquake in South Africa, Iran, Iraq, Pakistan, Afghanistan, Venezuala or in the west coast of BC or Seattle during the Winter Olympics? Just look at who is benefiting from the Haiti quake (estimated at $10 billion to rebuild the Haiti capital city Port-Au-France) ) or from the Chineese quake recently and whose GDP will grow because of it? (Remember …both wars and disasters requires reconstruction which promotes GDP growth.”

A BEA/HAARP press release shows how much power can be triggered by HAARP:

In 1992, BAE was awarded a contract to design and build the Ionospheric Research Instrument (IRI), the HAARP program’s primary tool used to study ionospheric physics. The IRI is currently composed of 48 antenna elements and has a power capacity of 960,000 watts. When installed, the additional 132 transmitters will give HAARP a 3.6 mega-watt capacity. The HAARP build-out is jointly funded by the U.S. Air Force, the U. S. Navy and the Defense Advanced Research Projects Agency (DARPA).

Sensors could / should also be in place to detect EMP’s if they are produced naturally in the ground or from some remote artificial man-made source.

Wonder if anyone checked the Peurto Rico HAARP array to see if it was active before the Haiti earthquake ?

Abstract:

Some earthquake precursor phenomena told as legends or reported retrospectively for the 1995 Kobe earthquake have been reproduced by laboratory experiments. Mimosa placed on the high voltage sphere of a Van de Graaff electrostatic generator closed its leaves and bowed on charging and air-gap discharging, presumably due to the current induced in its stem. Air-gap discharging caused sudden movements of eels in a nearby plastic aquarium. Eels moved also on applying a pulsed electric field of less than 0.5V/m, while catfish responded only at around 5V/m. The higher sensitivity of eels to electric field than that of catfish is consistent with the story in the Ansei Chronicle that a man could not find eels in a river but only catfish in violent movement before the earthquake. Eels might have already hidden themselves in panic. Rapid rotation and stopping of the second hand of a clock, which were observed before the Kobe Earthquake like in the“Alice in the Wonderland”, have also been reproduced by exposing clocks to electromagnetic waves generated by air-gap discharging. Reported malfunctioning of home electronic appliances before the earthquake would have been due to some natural electromagnetic disturbance at the epicenter.

Electromagnetic pulses generated by compression of granitic rocks and animal behavior

Compression experiments on granite, basalt and marbles were made using a 500-ton compression machine with simultaneous detection of acoustic emission, electromagnetic (EM) waves. Attempts were made to reproduce unusual animal behavior before major earthquakes depicted in folklores and reported retrospectively in the M7.2 Kobe earthquake in 1995. Unusual animal behavior was observed during stress loading with simultaneous detection of pulsed EM waves prior to the detection of AE, but the judgement has to be partially subjective when animal behavior is discussed.

Hence, hypothalamic chemicals in in-vivo brain and blood plasma of rats were analyzed before and after rock fractures. The enhanced noradrenaline and reduced adrenaline were observed, which was distinctively different from the reactions to other stresses but the same as that of exposures to EM waves. Unusual animal behavior would mostly be caused by pulsed EM waves.

Introduction

Unusual animal behavior before earthquakes have long been studied in Asia (Abe, 1934; Biophysics Institute, 1977; Rikitake, 1976; Bushirk et al., 1981; Ikeya, 1998), but rarely believed by Western geophysicists. A large number of reports on unusual animal behavior before the Kobe earthquake in 1995, Japan, were collected retrospectively (Wadatsumi, 1995). Similar reports from citizens were collected after the Izmit earthquake in Turkey and 921-earthquake in Taiwan in 1999 (Ikeya and Ulusoy, 2000). The birds were said to have disappeared from the neighborhood a few days before the earthquakes and the sky was unusually starry in Turkey. Swarms of earthworms appeared and deep sea fish, Trachipterus ishikawae, called messenger of dragon palace and earthquake fish by Taiwanese people, were captured before the 921-earthquake and before its aftershocks.

I wonder if all the millions of spiritual people practising voodoo in Haiti, noticed any sudden changes in animal and bird behaviors just before the 7.0 earthquake hit Haiti last week…or what’s even more interesting..if they didn’t, does that prove that the quake was a man-made phenomenon?

Mexican Earthquake Coincides With Drill Based Around Exact Same Scenario

 

Bizarre Coincidence: Government-run simulation also had earthquake measuring 7.9 on Richter scale

Fears amongst some that governments are experimenting with technology that can trigger seismic events have heightened following the bizarre occurrence of yesterday’s Mexican earthquake coinciding with a government drill that was scheduled to take place at precisely the same time simulating an earthquake of the exact same magnitude.

The video above documents how Mexican Civil Protection (CP) authorities had planned to stage a response drill to an earthquake measuring 7.9 on the Richter scale on March 20 at 12 noon local time, which is precisely when an earthquake hit Mexico yesterday.

After having initially been reported as 7.9 on the Richter scale, the earthquake was later revised to measure 7.4.

The exercise was being run under the auspices of Mexico’s State Emergency Committee, the government department tasked with responding to natural disasters.

“As part of preparations for the next megasimulacro March 20, state authorities of Civil Protection (CP) performed exercise tests before a cabinet to simulate the response to a contingency situation, an earthquake measuring 7.9 degrees on the scale Richter,” states a translated report out of Mexican newspaper El Heraldo, which ran the story on March 2.

A poster to publicize this “megasimularco” was also published by authorities, announcing the date of the drill to take place on March 20.

Another Mexican newspaper, La Voz del Norte, also reported on the “megasimularco,” on March 13, noting that three departments of “government are prepared to carry out the Mega Drill to be held on March 20 at about 12 o’clock.”

Yesterday’s earthquake hit precisely at 12:02PM local time in the region of Oaxaca, according to the USGS.

The bizarre coincidence has prompted claims that the event could have been a seismic experiment.

The fact that governments have access to seismic-triggering technology is not a conspiracy theory, it’s a scientific fact.

Weather modification expert Ben Livingston, a former Navy Physicist who briefed President Lyndon B. Johnson on the effectiveness of weather control back in the 1960′s during the Vietnam era, has documented that as far back as the early 1950′s the United States was funneling money into programs aimed at using the weather as a weapon during the cold war.

Moreover, in an April 1997 speech to the University of Georgia, Athens, then US Secretary of Defense William Cohen spoke of the threat of an “eco-type of terrorism whereby they can alter the climate, set off earthquakes, volcanoes remotely through the use of electromagnetic waves.”

For many years, suspicions have circulated around the purpose of the High Frequency Active Auroral Research Program (HAARP), an ionospheric research program jointly funded by the US Air Force, the US Navy, the University of Alaska and DARPA. In his underground bestseller Angels Don’t Play This HAARP, author Nick Begich summarizes the evidence that suggests HAARP is involved in weather control for nefarious purposes.

Scientists at NASA have discovered “A close link between electrical disturbances on the edge of our atmosphere and impending quakes on the ground below,” which has led to claims that earthquakes are being artificially induced as a form of modern warfare by HAARP.

Human activity has also been confirmed as a source of earthquakes. Changes in underground pressure at a geothermal power plant in Switzerland caused a 3.4 earthquake in 2007.

Whether or not yesterday’s earthquake was a seismic experiment gone awry or not, the fact that it coincided precisely with a government drill based around the an identical scenario, even down to the exact same magnitude of the earthquake that was initially reported, is a bizarre occurrence.

 

Nuclear Power Plants and Earthquakes

Japanese, and most other, nuclear plants are designed to withstand earthquakes, and in the event of major earth movement, to shut down safely.
In 1995, the closest nuclear power plants, some 110 km north of Kobe, were unaffected by the severe Kobe-Osaka earthquake, but in 2004, 2005, 2007, 2009 and 2011 Japanese reactors shut down automatically due to ground acceleration exceeding their trip settings.
In 1999, three nuclear reactors shut down automatically during the devastating Taiwan earthquake, and were restarted two days later.
In March 2011 eleven operating nuclear power plants shut down automatically during the major earthquake. Three of these subsequently caused an INES Level 7 Accident due to loss of power leading to loss of cooling and subsequent radioactive releases.

Design criteria

Nuclear facilities are designed so that earthquakes and other external events will not jeopardise the safety of the plant. In France for instance, nuclear plants are designed to withstand an earthquake twice as strong as the 1000-year event calculated for each site. It is estimated that, worldwide, 20% of nuclear reactors are operating in areas of significant seismic activity. The International Atomic Energy Agency (IAEA) has a Safety Guide on Seismic Risks for Nuclear Power Plants. Various systems are used in planning, including Probabilistic Seismic Hazard Assessment (PSHA), which is recommended by IAEA and widely accepted.

Because of the frequency and magnitude of earthquakes in Japan, particular attention is paid to seismic issues in the siting, design and construction of nuclear power plants. The seismic design of such plants is based on criteria far more stringent than those applying to non-nuclear facilities. Power reactors are also built on hard rock foundations (not sediments) to minimise seismic shaking.

Japanese nuclear power plants are designed to withstand specified earthquake intensities evident in ground motion. These used to be specified as S1 and S2, but now simply Ss, in Gal units. The plants are fitted with seismic detectors. If these register ground motions of a set level (formerly 90% of S1, but at Fukushima only 135 Gal), systems will be activated to automatically bring the plant to an immediate safe shutdown. The logarithmic Richter magnitude scale (or more precisely the Moment Magnitude Scale more generally used today*) measures the overall energy released in an earthquake, and there is not always a good correlation between that and intensity (ground motion) in a particular place. Japan has a seismic intensity scale in shindo units 0 to 7, with weak/strong divisions at levels 5 & 6, hence ten levels. This describes the surface intensity at particular places, rather than the magnitude of the earthquake itself.

* Originally, seismologists measured the magnitude of short-period seismic waves to indicate earthquake magnitude, and in the 1960s it became possible to measure longer-period seismic waves, which more accurately indicate the size of large earthquakes. They then started quantifying earthquakes according to seismic moment, using these longer-period wave measurements. To connect this scale to the old magnitude one a moment-magnitude scale was proposed. Up to magnitude 8 this gives the same result as the old scale, but for larger quakes such as Sumatra in 2004 and Tohoku 2011 it reflects the true size. Instead of 9.3 and 9.0 respectively these would have registered 8.6 and 8.2 respectively on the old scale.

Japan’s revised Regulatory Guide for Reviewing Seismic Design of Nuclear Power Reactor Facilities in September 2006 increased the Ss figure to be equivalent to an earthquake of 6.7 on the Richter or Moment Magnitude scale directly under the reactor – a factor of 1.5 (up from magnitude 6.5). PGA or Design Basis Earthquake Ground Motion is measured in Galileo units – Gal (cm/sec2) or g – the force of gravity, one g being 980 Gal.

The former design basis earthquake ground motion or peak ground acceleration (PGA) level S1 was defined as the largest earthquake which can reasonably be expected to occur at the site of a nuclear power plant, based on the known seismicity of the area and local active faults. A power reactor could continue to operate safely during an S1 level earthquake, though in practice they are set to trip at lower levels. If it did shut down, a reactor would be expected to restart soon after an S1 event. The revised seismic regulations released in May 2007 increased the S1 figure to be equivalent to 6.7 on the logarithmic Richter scale – a factor of 1.5 (up from 6.5). PGA is measured in Galileo units – Gal (cm/sec2) or g – the force of gravity, one g being 980 Gal. The non-SI unit is used here.

Larger earthquake ground motions in the region, considering the tectonic structures and other factors, must also be taken into account, although their probability is very low. The largest conceivable such ground motion was the upper limit design basis extreme earthquake ground motion (PGA) S2, generally assuming a magnitude 6.5 earhtquake directly under the reactor. The plant’s safety systems would be effective during an S2 level earthquake to ensure safe shutdown without release of radioactivity, though extensive inspection would be required before restart. In particular, reactor pressure vessel, control rods and drive system and reactor containment should suffer no damage at all.

After the magnitude 7.2 Kobe earthquake in 1995 the safety of nuclear facilities in Japan was reviewed along with the design guidelines for their construction. The Japanese Nuclear Safety Commission (NSC) then approved new standards. Building and road construction standards were also thoroughly reviewed at this time. After recalculating the seismic design criteria required for a nuclear power plant to survive near the epicentre of a large earthquake the NSC concluded that under current guidelines such a plant could survive a quake of magnitude 7.75. The Kobe earthquake was 7.2.

PGA has long been considered an unsatisfactory indicator of damage to structures, and some seismologists are proposing to replace it with Cumulative Average Velocity (CAV) as a more useful measure since it brings in displacement and duration.

Japan’s Rokkasho reprocessing plant and associated facilities are built on stable rock and are designed to withstand an earthquake of magnitude 8.25 there.

Following a magnitude 7.3 earthquake in 2000 in an area where no geological fault was known, Japan’s NSC ordered a full review of the country’s seismic guidelines (which had been adopted by the NSC in 1981 and partially revised in 2001) in the light of newly accumulated knowledge on seismology and earthquake engineering and advanced technologies of seismic design. The new Regulatory Guide for Reviewing Seismic Design of Nuclear Power Reactor Facilities was published in September 2006 and resulted in NSC and the Nuclear & Industrial Safety Agency (NISA) calling for reactor owners with NISA to undertake plant-specific reviews of seismic safety, to be completed in 2008.

The main result of this review was that the S1 – S2 system was formally replaced by NSC in September 2006 with a single Design Basis Earthquake Ground Motion (DBGM Ss), still measured in Gal. The Guide states that the main reactor facilities “shall maintain their safety functions under the seismic force caused by DBGM Ss.” They and ancillary facilities should also withstand the “seismic force loading of those caused by Elastically Dynamic Design Earthquake Ground Motion Sd (EDGM Sd)” calculated from stress analysis and being at least half the Ss figure.

In March 2008 Tepco upgraded its estimates of likely Design Basis Earthquake Ground Motion Ss for Fukushima to 600 Gal, and other operators have adopted the same figure. (The magnitude 9.0 Tohoku-Taiheiyou-Oki earthquake in March 2011 did not exceed this at Fukushima.) In October 2008 Tepco accepted 1000 Gal (1.02g) DBGM as the new Ss design basis for Kashiwazaki Kariwa, following the July 2007 earthquake there, and Chubu accepted the same for Hamaoka.

Japanese nuclear plants such as Hamaoka near Tokai are in regions where earthquakes of up to magnitude 8.5 may be expected. In fact the Tokai region has been racked by very major earthquakes about every 150 years, and it is 155 years since the last big one. Chubu’s Hamaoka reactors were designed to withstand such anticipated Tokai earthquake and had design basis S1 of 450 Gal and S2 of 600 Gal. Units 3 & 4 were originally designed for 600 Gal, but the Ss standard established in September 2007 required 800 Gal. Since then units 3-5 have been upgraded to the new Ss standard of 1000 Gal. In August 2009 a magnitude 6.5 earthquake nearby automatically shut down Hamaoka 4 & 5, with ground motion of 426 Gal being recorded at unit 5. Some ancillary equipment was damaged and reactors 3 and 4 were restarted after checking. Restart of unit 5 was repeatedly deferred as the company analysed why such high seismic acceleration was recorded on it, coupled with some planned maintenance being undertaken during the shutdown. It restarted in January 2011.

Hamaoka units 1 & 2 had been shut down since 2001 and 2004 respectively, pending seismic upgrading – they were originally designed to withstand only 450 Gal. In December 2008 the company decided to write them off and build a new reactor to replace them. Modifying the two 1970s units to new seismic standards would have cost about US$ 3.3 billion and been uneconomic, so Chubu opted for a US$ 1.7 billion write-down instead.

Early in 2010 Japan’s METI confirmed that the seismic safety of the Monju fast reactor was adequate under new standards requiring Ss of 760 Gal PGA. Assessments were carried out in conjunction with Kansai’s Mihama plant and JAPC’s Tsuruga plant, both nearby.

South Korea’s new APR-1400 reactor is designed to withstand 300 Gal seismic acceleration. The older OPR is designed for 200 Gal but is being upgraded to at least 300 Gal so as to be offered to Turkey and Jordan.

In the USA the Diablo Canyon plant is designed for a 735 Gal peak ground acceleration and the San Onofre plant is designed for a 657 Gal peak ground acceleration. On the east coast, North Anna shut down in August 2011 during a 5.8 magnitude earthquake with epicenter 20 km away when the ground acceleration reached 255 Gal, against design basis of 176 Gal. No functional damage occurred. Subsequent inspections of the plant were based on NRC’s Regulatory Guide: Restart Of A Nuclear Power Plant Shut Down By A Seismic Event, adopted in March 1997. It was the first US nuclear plant ever to be shut down by an earthquake. The NRC approved restarting it in November, having “completed its safety evaluation review.”

Japan 1995 – Kobe

Newspaper coverage of the magnitide 7.2 Kobe earthquake which devastated Kobe and the surrounding region on 17 January 1995 raised concerns about the safety of nuclear power plants in the affected area. Horizontal ground acceleration was measures at 817 Gal – more intense than expected – and vertical acceleration was 332 Gal.

In fact none of the power reactors within 200 km of the earthquake epicentre sustained any damage and those running at the time continued to operate at capacity. Takahama and Ohi are located approximately 130 km from the epicentre of the earthquake, on the Pacific Ocean side of the Island of Honshu. Mihama is approximately 180 km away. The research reactors in the region, in Osaka and Kyoto, were also reported to be unaffected by the earthquake.

Taiwan 1999 – Chichi

The shallow magnitude 7.6 earthquake in central Taiwan on 21 September 1999 killed thousands of people. It caused three reactors at Chinshan and Kuosheng in the north of the island to shut down automatically. They were cleared to restart two days later. A fourth reactor there was being refuelled. The two reactors at Maanshan in the south continued operating, but reduced power later due to damage to distribution facilities. A major concern following the earthquake was how quickly power could be restored to industry.

Japan 2005 – Miyagi

On 16 August 2005 Tohuku’s three Onagawa reactors shut down automatically when a magnitude 7.2 earthquake hit northeast Honshu. They were set to trip at 200 Gal, against S1 design basis of 250 Gal (which was reached) and S2 PGA of 350-400 Gal. No damage occurred in any major part of the plant.

Onagawa-2 restarted in January 2006 after comprehensive checks and confirming that an S2 figure of 580 Gal would be safe for that unit (equivalent to magnitude 8.2). Geotechnical analysis and safety evaluation proceeded under NISA, which approved a report from the company. Unit 3 restarted in March 2006, and the smaller unit 1 restarted in May 2007.

Japan 2007 – Niigataken Chuetsu-Oki

On 16 July 2007 the magnitude 6.8 Niigata Chuetsu-Oki earthquake occurred with epicentre only 16 km from Tepco’s Kashiwazaki Kariwa 7965 MWe nuclear power plant. Local geological factors contributed to a magnification of the seismic intensity at the plant. The plant’s seismometers measured PGA of 332 to 680 Gal, the S1 design bases for different units being 170 to 270 Gal and the S2 figure on actual bedrock was 450 Gal. The peak ground acceleration thus exceeded the S1 design values in all units – hence the need to shut down, and the S2 values in units 1, 2 and 4. Four reactors shut down automatically at the pre-set level of 120 Gal, another three were not operating at the time. All the functions of shutdown and cooling worked as designed.

While there were many incidents on site due to the earthquake, none threatened safety and the main reactor and turbine units were structurally unaffected, despite ground accelerations being up to three times the design basis. Analysis of primary cooling water confirmed that there was no damage to the fuel in reactor cores. However, the plant remained closed until full investigation was complete and safety confirmed, about mid 2008. It appears that the four older units may have been more vulnerable than units 5-7 which are located 1.5 km further away.

The Ministry of Economy Trade & Industry (METI) then set up a 20-member Chuetsu Investigation and Countermeasures Committee to investigate the specific impact of this earthquake on the power station, and in the light of this to identify what government and utilities must address to ensure nuclear plant safety. It acknowledged that the government was responsible for approving construction of the first Kashiwazaki Kariwa units in the 1970s very close to what is now perceived to be a geological fault line. NISA invited the International Atomic Energy Agency to join it, the Nuclear Safety Commission and Tepco in reviewing the situation. A report was presented to the IAEA Senior Regulators’ Meeting in September 2007, and a further IAEA visit was made early in 2008.

NISA released its assessment of the safety significance of earthquake damage in November. The worst of the damage rated zero on the International Nuclear Event Scale (INES), having no safety significance. Other damage was deemed not relevant to nuclear safety. The seven main reactor units themselves were still being checked, but appeared undamaged. In May 2008 Tepco adopted a new standard of 2280 Gal (2.33g) maximum design basis seismic motion for Kashiwazaki Kariwa units 1-4, over five times the previous S2 figure, and 1156 Gal (1.18g) for units 5-7, in the light of local geological factors. This standard will be reviewed by NISA and NSC. Meanwhile construction works will be undertaken to bring all units up to be able to withstand a quake producing PGA of 1000 Gal.

Tepco posted a loss of JPY 150 billion (US$ 1.68 billion) for FY2007 (to 31/3/08) due to the prolonged closure of the plant, followed by JPY 109 billion loss in the first half of FY2008. While no damage to the actual reactors has been found, detailed checks continue, and upgrading of earthquake resistance is required. Major civil engineering works are also required before the reactors resume operation. Overall, the FY2007 impact of the earthquake was projected to be JPY 603.5 billion ($5.62 billion), three quarters of that being increased fuel costs to replace the 8000 MWe of lost capacity. NISA approved the utility’s new seismic estimates in November 2008, and conducted final safety reviews of the units as they were upgraded. Unit 7 restarted in May, unit 6 in August 2009, unit 1 in May 2010, and unit 5 in November 2010. Units 2, 3, & 4 remain shut down.

Japan March 2011 – Tohoku-Taiheiyou-Oki, or Gerat East Japan Earthquake

The magnitude 9.0 Tohoku-Taiheiyou-Oki earthquake at 2.46 pm on 11 March did considerable damage, and the tsunami it created, with run-up height of 40 metres, caused even more. It appears to have been a double quake giving a severe duration of about 3 minutes, and was centred 130 km offshore of the city of Sendai in Miyagi prefecture on the eastern cost of Honshu Island. It moved Honshu 4 metres east and apparently subsided the nearby coastline by half a metre. Eleven reactors at four nuclear power plants in the region were operating at the time and all shut down automatically when the quake hit. Power was available to run the cooling pumps at most of the units, and they achieved cold shutdown in a few days. However, at Tepco’s Fukushima Daiichi plant, a major accident sequence commenced. The three reactors were shut down by the earthquake and the emergency diesel generators started as expected, but then they shut down an hour later when submerged by the tsunami, about 15 metres high at that point. Other systems proved inadequate and led the authorities to order, and subsequently extend, an evacuation while engineers worked to restore power and cooling.

The operating units which shut down were Tepco’s Fukushima Daiichi 1, 2, 3, Fukushima Daini 1, 2, 3, 4, Tohoku’s Onagawa 1, 2, 3, and Japco’s Tokai. Onogawa 1 briefly suffered a fire in the non-nuclear turbine building, but the main problem centred on Fukushima Daiichi units 1-3. First, pressure inside the containment structures increased steadily and led to this being vented to the atmosphere on an ongoing basis. Vented gases and vapour included hydrogen, produced by the exothermic interaction of the fuel’s very hot zirconium cladding with water. Later on 12th, there was a hydrogen explosion in the building above unit 1 reactor containment, and another one two days later in unit 3, from the venting as hydrogen mixed with air. Then on 15th, unit 2 apparently ruptured its pressure suppression chamber under the actual reactor, releasing significant radioactivity. Inside, water levels had dropped, exposing fuel, and this was addressed by pumping seawater into the reactor pressure vessels.

Then a separate set of problems arose as the spent fuel ponds in the upper part of the reactor structures were found to be depleted in water. Unit 4 was undergoing maintenance, and all its 548 fuel assemblies were in that pond, along with other used fuel, total 1535 assemblies, giving it a heat load of about 3 MW thermal, according to France’s ISRN. Unit 3’s pool contained 566 fuel assemblies.

Japan’s Nuclear & Industrial Safety Agency initially declared the Fukushima accident as Level 5 on INES scale – an accident with wider consequences, the same level as Three Mile Island in 1979, but after new estimates of radioactive releases in the first few days of the accident NISA reclassified it as level 7, while making it clear that radioactive releases were about one tenth of Chernobyl’s. The design basis acceleration for both Fukushima plants had been upgraded in 2008, and is now quoted at horizontal 441-489 Gal for Daiichi and 415-434 Gal for Daini. The interim recorded data for both plants shows that 550 Gal was the maximum for Daiichi, in the foundation of unit 2 (other figures 281-548 Gal), and 254 Gal was maximum for Daini. Units 2, 3 and 5 exceeded their maximum response acceleration design basis in E-W direction by about 20%. Recording was over 130-150 seconds. (Ground acceleration was around 2000 Gal a few kilometres north, on sediments.)

Other experience

Earthquakes have previously occurred in the vicinity of a number of Japanese and other power reactors without adverse effect.

An earthquake registering 6.2 on Richter scale occurred offshore Fukushima in northern Japan on 13 June 2010. At the nearest costal cities it registered 5 on the Japanese shindo scale. The nearest nuclear power plants (13 reactors): Fukushima I & II and Onagawa were unaffected. The horizontal ground acceleration reached 60 Gal at reactor building base mats at Fukushima-I.

In two decades to 2004, no Japanese reactor had been tripped by the seismic detectors. In those cases where the plant automatically shutdown (“tripped”) as a safety precaution, it was because of the impact of the earthquake on the operating characteristics of the plant.

In November 1993, a magnitude 5.8 earthquake in northeast Honshu produced a ground acceleration of 121 Gal at Tohuku’s Onagawa-1 power reactor (497 MWe, BWR), located 30 km from the epicentre. The design conditions for the S1 and S2 events at the site were 250 and 375 Gal respectively and the reactor was set to trip at a measured peak ground acceleration (PGA) of 200 Gal. In fact it tripped at a lower level due to variations in the neutron flux outside the set parameters.

In May 2003 a magnitude 7.1 earthquake further from the same Onagawa plant produced ground acceleration of 225 Gal which tripped unit 3 (units 1 & 2 were not operating).

In October 2004 a magnitude 6.8 earthquake in Niigata Prefecture 250 km north of Tokyo had no effect on the nearby Kashiwazaki Kariwa nuclear plant, but a magnitude 5.2 quake there two weeks later caused one of the reactors – unit 7 -to trip.

In March 2005 a magnitude 7.0 earthquake in northern Kyushu did not affect the nearby Genkai and Sendai nuclear plants, nor Shimane and Ikata.

The magnitude 7.8 earthquake off the coast of Hokkaido in July 1993, had no effect on nuclear facilities. Tomari 1 and 2 reactors (550 MWe, PWRs), located 95 km from the epicentre, continued normal operation.

In December 1994, a magnitude 7.5 earthquake struck northern Japan but caused no damage to the 11 boiling water reactors or the nuclear fuel facilities in the vicinity. All operated normally.

Reactors of both western and Soviet design have been subjected to major seismic activity in North America and Europe without damage. California’s power reactors, San Onofre 2 and 3 (1,070 and 1,080 MWe, PWRs) and Diablo Canyon 1 and 2 (1,073 MWe and 1,087 MWe, PWRs) continued to operate normally during the 6.6 magnitude earthquake in January 1994. San Onofre, the closer station, was about 112 km from the epicentre.

In December 1988, a magnitude 6.9 earthquake, resulting in the deaths of at least 25,000 people, occurred in northwestern Armenia. It was felt at the two-unit Armenian nuclear power station located approximately 75 km south of the epicentre, but both Soviet-designed PWRs operated normally and no damage was reported. This was the first Russian nuclear power plant specifically adapted for seismic areas, and it started operating in 1976.

In May 2008 a magnitude 7.9 earthquake affected southwestern Sichuan province in central China. The main nuclear facilities affected were military ones, apparently without any radioactive releases. About 250 km from the epicentre the Yibin fuel fabrication plant which produces both power reactor and research reactor fuel assemblies was undamaged. China’s power reactors were all at least 900 km from the epicentre.

Tsunamis

Large undersea earthquakes often cause tsunamis – pressure waves which travel very rapidly across oceans and become massive waves over ten metres high when they reach shallow water, then washing well inland. The December 2004 tsunamis following a magnitude 9 earthquake in Indonesia reached the west coast of India and affected the Kalpakkam nuclear power plant near Madras/Chennai. When very abnormal water levels were detected in the cooling water intake, the plant shut down automatically. It was restarted six days later.

Fukushima Daiichi and Daini nuclear power plants were affected by a major tsunami in March 2011. The design basis tsunami height was 5.7 m for Daiichi and 5.2 m for Daini, though the Daiichi plant was built about 10 metres above sea level and Daini 13 metres above. Tsunami heights coming ashore were more than 14 metres for both plants, and the Daiichi turbine halls were under some 5 metres of seawater until levels subsided. The maximum amplitude of this tsunami was 23 metres at point of origin, about 160 km from Fukushima. In the last century there have been eight tsunamis in the region with maximum amplitudes at origin above 10 metres (some much more), these having arisen from earthquakes of magnitude 7.7 to 8.4, on average one every 12 years. Those in 1983 and in 1993 were the most recent affecting Japan, with maximum heights at origin of 14.5 metres and 31 metres respectively, both induced by magnitude 7.7 earthquakes.

Even for a nuclear plant situated very close to sea level, the robust sealed containment structure around the reactor itself can prevent any damage to the nuclear part from a tsunami, though other parts of the plant might be damaged. At Fukushima, the turbine halls contained both the backup diesel generators and much of the electrical switchgear, which proved fatal for the Daiichi 1-3 reactors.

 

Fukushima Caused Cracks in the Ocean Floor

Scientists who are studying the Fukushima earthquake have uncovered data that predicts a “big one” in the Pacific Northwest, along the coasts of Washington, Oregon and British Columbia.

The Fukushima quake was precipitated by what is called the “Tohoku area” of underwater plates. On the Weatherbug site, Sandi Doughton quotes earthquake expert John Anderson as saying, “The Cascadia subduction zone can be seen as a mirror image of the Tohoku area.” When Anderson compiled ground-motion data from the Japan quake and overlaid it on a map of the Pacific Northwest, which has a similar fault lying offshore, the two faults dovetailed almost exactly.

The Northwest’s only nuclear-power plant is the 28-year-old Columbia Generating Station, which has a license to operate through 2023. Geologists have discovered several new faults running through the area, capable of generating earthquakes as big as magnitude 7.5.

Submarine images have revealed that the Fukushima quake opened up cracks in the ocean floor as big as 6 feet wide. What effect this may have on future quakes in the area is unknown.

Coincidentally, shortly before the quake, researchers had taken photos of the same area of the seafloor where the crust would later rupture, leading to a tsunami that killed about 20,000 people. This meant that the seabed changes could be documented.

On the MSNBC website, Stephanie Pappas quotes seismologist Takeshi Tsuji as saying that his team of researchers saw open fissures in “many places,” but how these cracks may effect future earthquakes along the same fault lines is unknown.
